The Management of Radicalised Inmates in NSW

Background

Correctional authorities must manage national security and violent extremist inmates in a way that protects:

• staff
• other inmates
• the community.

They must also work to prevent radicalisation and promote disengagement from violent extremism. In 2016 the Minister for Corrections referred the management of radicalisation in prisons to the Inspector of Custodial Services to review.

Where we inspected

We inspected several facilities.

• Metropolitan Remand and Reception Centre, where the majority of new admissions into custody are received and undergo initial screening
• Mid North Coast Correctional Centre
• Lithgow Correctional Centre
• Goulburn Correctional Centre
• High Risk Management Correctional Centre, where the majority of national security inmates are accommodated under a strict security regime.

Recommendations

The Inspector makes 51 recommendations. These include systemic and facility specific improvements in:

• Identification and risk assessments
• Classification and designation
• Placement
• Management regimes and conditions
• Offender programs and services
