Background

This inspection examines the use of force, separation, segregation and confinement in NSW juvenile justice centres. This examination was not made because of any specific concerns or complaints in relation to use of force. However, it is important to ensure force is only used when necessary and appropriate.

Where we inspected

We inspected all NSW juvenile justice centres:

• Reiby
• Cobham
• Frank Baxter
• Acmena
• Orana
• Riverina

Three centres are located near Sydney and three are located in regional NSW. Reiby is the only centre that accommodates young women and girls. Reiby also accommodates boys under 16.

Recommendations

The Inspector makes 60 recommendations. These include systemic improvements in:

• Culture and Practice
• Staff Recruitment and Training
• Monitoring and Reporting
• Accountability
