Inspector of Custodial Services

Lithgow Correctional Centre

Background

Lithgow Correctional Centre was last inspected in 2016 as part of our themed report 'The management of radicalised inmates in NSW'. We must inspect each correctional facility at least once every five years. This inspection addressed all areas of the operation of the centre.

The inspection took place in February 2021 during the COVID-19 pandemic. Although the centre had remained relatively COVID-19 free at the time of inspection, it was impacted by policy changes implemented to prevent the introduction and transmission of COVID-19 in the centre.

Where we inspected

We inspected Lithgow Correctional Centre, a male maximum security facility located at Marrangaroo 7 kilometres west of Lithgow in the Blue Mountains and approximately 152 kilometres west of Sydney. The Centre accommodates approximately 460 inmates.

Recommendations

The Inspector made 18 recommendations. These include systemic and facility specific improvements in:

  • Conditions and treatment of inmates
  • The provision of and access to health services
  • Addressing the cultural needs of Aboriginal inmates
  • Creating meaningful work and vocational training opportunities

Report

The Lithgow Correctional Centre Report was tabled in parliament and published in May 2022.
