Parramatta Transitional Centre (PTC) was established in 1996 following the 1994 Women’s Action Plan recommendation to pilot a community-based transitional centre for minimum security female inmates in the Sydney metropolitan area. PTC’s function is to support women in their transition from custody to the community during the prerelease phase of their custodial sentence. Minimum-security rated women nearing the end of their custodial sentence are transferred to PTC and permitted to reside there under a local leave permit.
We first inspected the PTC in 2018 as part of the Inspection of the Residential Facilities and the Compulsory Drug Treatment Correctional Centre report. We most recently inspected PTC in October 2023 and August 2024 for the Inspection of the Residential Facilities and the Compulsory Drug Treatment Correctional Centre report. Our recent report made 48 recommendations and was tabled in NSW Parliament on 2 June 2025.
